National Security Commission on Emerging Biotechnology
The United States is locked in a competition with China that will define the coming century. Biotechnology is the next phase in that competition. Biotech is no longer constrained to the realm of scientific achievement; it is now an imperative for national security, economic power, and global influence.
That’s why Congress created the National Security Commission on Emerging Biotechnology (NSCEB) in 2022. The Commission was charged with examining the critical intersection of emerging biotechnology and national security, with a specific focus on how new technologies will shape current and future national defense activities.Â
As chair of the Commission, my fellow commissioners and I spent two years meeting with industry and academic leaders and conducting fact-finding meetings across the nation to deliver a comprehensive report and action plan to Congress in April 2025. Our report includes policy recommendations and urges swift congressional action on emerging biotech to protect our national security.Â
